Here's a snippet from the article:
The single most important non-combat gameplay issue of a MOG is this: how do NPCs act? What do they do, what can they do, how do they do it and why? The latter may not seem important to most players, but it has in fact tremendous impact on the game world. Are human NPCs static, as they are in most games - or do they act more like monsters?
