GFraizer has responded to a few threads this morning which ask some interesting questions (and some not so interesting).
He replies in this thread to someone point out the cities are empty by saying:
They are empty because screenshots are taken on test servers that usually have less than 10 people on it. Once the game is "live" then the cities will be full of people. There are NPCs around on the city but they are often in their shops/buildings or whatever as is seen on some of the Stormwind shots.
Explains in this thread why the beta is initially US/Canada/Korea only:
-It cost big time $$$ to send betas outside the US.
-During betas they want the max number of average users on at one time. But when people are spread across timezones, that doesn't happen
-The beta servers are typically up in USA so it could/would be extremely laggy to elsewhere in the world. The last betas have always been Korean/USA (and Canada since they are close enough).

You mean "You" ? I don't know where you've been but Korea is Blizzard's #1 gaming audience above everyone else including USA/Europe.
Betas are about testing, they are not about making sure EVERYONE is included. So it's about whatever works the best for the test so the game will be ready.
They mentioned an open beta at some point. It certainly could be open to the whole world. Sorry!
